Social Transformation Programme (Matra)


The Programme for Social Transformation of the Netherlands Ministry of Foreign Affairs has been set up to support the process of social transformation in Central and Eastern Europe. It focuses on activities that contribute to the further development of an open, pluriform and democratic society, securely embedded in the rule of law.

The programme is divided in three main sub-programmes:

Matra Projects Programme
The Matra Projects Programme awards grants to projects that contribute to the process of social transformation in Central and Eastern Europe.

Matra Small Embassy Projects Programme (KAP)
The Small Embassy Projects Programme has been set up recognizing that a wide range of small-scale efforts, undertaken by all sorts of individuals and groups, is also needed to create a pluriform civil society, in which many people actively participate.

In the period 2002-2006 the Embassy organised two rounds of calls for Matra-KAP project proposals every year. However, as of the 1st of January 2007, applicant organisations can send in their proposals at any time during the year.

Matra Pre-accession Programmes (MPAP)
The Matra Pre-accession Programmes are directed at those countries in Central and Eastern Europe that are preparing themselves for membership of the European Union, assisting them in the implementation of the acquis communautaire (existing EU legislation and regulations). The Matra pre-accession instruments are the following:

Pre-accession Projects Programme
Supporting the implementation of the 'acquis communautaire' by carrying out (pilot) projects in the EU candidate countries. This instrument is co-ordinated by EVD, the executive agency of the Ministry of Economic Affairs.

Accession-oriented Dutch European Proficiency Training Programme (ADEPT)
Training Programme for the (semi-) government officials from the candidate countries with courses focused on practical skills in the context of the implementation of the 'acquis communautaire'. For more information visit the Cross Agency website.

Civil Servants Assignment Programme (PUA)
Providing on-the-spot support of pre-accession efforts in the candidate countries. More information on PUA is available on the web site of NMCP.

Municipal accession programme (GST)
Assistance to the process of implementation of the acquis communautaire on local and regional level through co-operation between counterparts at this level in the pre-accession countries and the Netherlands . Information about GST is available on the website of the Association of Netherlands Municipalities.

Departmental Initiatives Pre-accession (DIP)
The programme enables Dutch ministries to deploy their own initiatives in the area of pre-accession activities.
