The Embassy offers general support to the Dutch enterprises either they are already present or interested in entering Romanian market (export/import, investment, business partner search, setting-up a company etc.). The Department for Economic and Environmental Affairs may provide information on various sectors of the Romanian economy; provide information on doing business in Romania; answer trade requests; send by e-mail to those interested the monthly Economic Newsletter that the Department is publishing.

The Embassy provides to the Dutch Foreign Trade Agency (EVD) business leads, information concerning the trade and investment regulations in Romania and the sectors that show proof of being of particular interest to Dutch companies. This information is made available by the EVD, both online or by e-mail subscription.

The Royal Netherlands Embassy facilitates trade missions led by Ministries or other representative organisations. The Embassy also collects information about trade promotion activities, such as commercial exhibitions, and initiates promotional activities.

Individual Market Approach is a tailor-made service for individual Dutch companies that are looking for potential counterparts in Romania. It is a co-production of EVD, the Embassy and the NBSO. The outcome of the service is a market scan, which includes information on potential counterparts, other relevant organization and specific market data. Unfortunately, sometimes business relations derail. In such cases you may like to seek legal advice or arbitration via the Court of International Commercial Arbitration in Bucharest. The following section lays out the documentation that describes how the Romanian authorities plan to use EU – funds in the period 2007 - 2013.

The Romanian Government approved the National Strategic Reference Framework (NSRF) 2007 – 2013.  The key aims of NSRF are to strengthen the strategic focus of Romania’s Economic and Social Cohesion and Regional Policies and to make the correct and appropriate linkages to the European Commission policies.

The NSRF originates from the National Development Plan (available only in Romanian) (NDP) which was developed as a tool to guide National, European Union and other funding sources available in Romania.  It justifies and priorities public investments related to the European economic and social cohesion policy and defines Romania’s multi-annual strategic planning and financial programming.

The NSRF is also correlated with Romania’s 2007-2025 Strategic Concept of Spatial Development and reintegration in the European Spatial Structures.

The NSRF demonstrates how Romania intends to build environmental sustainability and equality of opportunity to fight social exclusion into the strategies. The NSRF explains the implementation arrangements for the Structural Instruments. The document was developed with key players and a public consultation exercise was conducted to elicit wider options.

The objectives of the NSRF are:

  • To reduce the social and economic development disparities between Romania and the EU Member States
  • To reduce the disparities with the EU by generating an additional 10% increase in Romania’s GDP by 2015

NSRF is implemented through Operational Programmes (OP). Negotiations are still ongoing between the European Commission and the Romanian authorities, regarding the seven OPs. Links to the latest versions of the draft OPs are available on the website of the Ministry of Economy and Finance .
